GTA lagging when i log in

Hi i have a problem with my gta. after i log in in the server when i try to move the camera with the mouse my game lags.
i tried everything and now am out of ideas, does anyone of you can help me with that???

I just installed win 8.1 and when i installed the game it was running fine but two days ago this problem showed up. I even changed the driver of the graphic card. This is the only game who shows this problem i run PES minecraft they run fine just gta is pissing me off.
