Textures glitching & screen flashing problem

Hello there, I have installed GTA SA today and returned to IM:RP, but I'm having very annoying issue.
When my vehicle's hud (/toghud vehicle) is on, my screen goes crazy flashing around, but when it's off, it's all fine.
Same goes for entering checkpoints like pay'n'spray on foot. I have tried changing resolution, display settings, installing full game (instead of rip) but nothing helps. When I'm in singleplayer it's all fine, so I don't think it's about hardware. Any solutions? Here are some videos:

I'd like to mention that it was all fine before I upgraded my CPU from AMD Sempron 2.01 GHz single core to AMD Althon 2 2.21 dual core, yes it still makes me low end but I'm running at fine 30+ fps
I have 2GB or RAM and integrated graphics card, but it was all fine and wasn't making any troubles until i changed my CPU.

This has something to do with your graphicscard, try to open your laptop and check if something has been misplaced or something.

I don't think it's a hardware problem. Singleplayer is all fine. My screen is flashing only when /toghud [vehicle] and [ads] is on. Also when entering a checkpoint that would display large letters on my screen like PnS. I'm using Windows Vist aby the way, and compatibility mode didn't help.

Nah, it doesn't have anything to do with the hardware.
Do you have any mods installed at all? Usually, this is caused by the timecyc. I can't really tell if you have a timecyc due to the night.

I don't know, I've installed mr. DJ's repack but i had problems with this repack before too. So it's GTA files. I'll try to replace my timecyc with original, and if that doesn't help,I'll have to ask you for link of torrent with clean copy because since KAT is shut down I can't find reliable torrenting site.

And checkpoints etc in singleplayer doesn't cause this?
To me it looks like it's a shader problem (GPU driver) as it has issues rendering transparent objects.

Nope, ain't timecyc. I think I need a clean copy of GTA. Can you find me one, please? Also, forgot to mention that my game crashes when I'm buying accessories and they are about to spawn on my character.

I don't think it's related to hardware at all. It was all fine before, and other games like League of Legends are working fine.
Singleplayer checkpoints are not glitching by the way.

EDIT: Nope. Even other files don't help. If someone knows solution to this problem please help me.

You said you had integrated graphics card and then you upgrated to AMD Athlon II, which is not an APU, it's only CPU, how do you even have any displays connected LOL

Edit: Googled it. APU is a CPU that acts as GPU too.
Well, the only logical answer to your question would be that Athlon II is APU too.

Update: Screen is only flashing when server generates transparent box(robbery info box etc.) but transparent boxes whose textures are in gta folder like TAB list are fine.

Yeah, but lost hope. Screen is only flashing when script-made textures and boxes appear.

Are you having that issue only in GTA San Andreas?
or you're also having texture problems in other games / general in PC?
