It's your draw distance, graphics fucked up. Play with draw distance in your settings, put visual quality - low, lower everything you can, and see if this still occurs.. If it does your graphic card is oraly fucked.

Jesus... these comments make me laugh. It's nothing to do with your PC or your game. The reason behind that visual bug is the timecyc. Try to install a different timecyc or wait till I'll get home and I'll send you a link with something that fixes it. Can't really recall the name.

Exactly, the problem is in your timecyc, just find another one and it should be just fine!

I have great solution. Remove timecyc and tgen when u login ig do /timestamp.u done

re-installed GTA with SAMP and installed working and not bugged mods everything is fine now, thanks.
