I was wondering that if someone changed his name from a to b then can I change my name to a and impersonate the character?

Yes, you can impersonate A character ( according that post ). But you can't use faction surenames. Eg:- ( _Tattaglia, _Barzini, _Montiglio, _Cuneo ) as your surname. Anyway, Wait for an answer for an admin / management member to answer. That post is 2014 though like tisler said.

Yeah, I read it. And it being as of 2014, it doesn't clear the point anyways.

Simply, It should be allowed in my opinion. However abusing / trolling with those names shouldn't be allowed. and faction surenames. It is doubtable because Vinko got banned for having Calogero. and K3lroy banned Shavonne Prescott for impersonating Savannah_Prescott. I suggest you to add [MANAGEMENT] tag.

You will need permission from the previous name holder and even then, you won't be given any special treatment or access to features that character might have had.

If a player who used that character name before allowes you to roleplay character HE created then you should not have any issue with it.
Faction last names are restricted to t0 etc.
Use common sense.
