When you install the current directX, you only install the files for that version. The problem is that with some older games you need outdated files.
You can fix it by going into the installer, and click Install DirectX9 (dont' bother downloading the versions from microsoft, those only update the latest files). Now, I don't know what GTA SA version you have, but (at least) for the CD version, when you auto-launch a menu opens hwere you can install DirX9.
Alternatively just download other older games and install dir9 from there
Going into legacy does seem to work for some people, but at least for me, that's a no go.
