Also that, where and how do I get these tickets being paid by /car payticket?

tickets used by law enforcment officers are for violations from /laws
/car payticket is for when you drive pass speeding cameras placed on roadsides
I think you get a ticket for driving over 160 km/h

Tickets that are used in /car payticket come from the automatic server side script. The yellow speed cameras you see on the road (main ammunation, caligulas; etc) ticket you once you reach a speed over 130 km/h.
/car ticket are tickets are placed by law enforcement officers themselves according to the penal code violations you or your vehicle have committed.
