Also, you can try and change the multicore to 0 if its 1 or 1 if its 0, in case you're having random major fps drops.
Edit: Just noticed you're using the Addon not sure if it works with the addon, I'm not using it after changing the document my fps is steady on 100 and drops down to 90 max.

nvidia profile inspector, you can just edit your GTA San Andreas profile maximum fps. Dont have to overclock anything
