Game running on 100fps but still shatters without fps drop.

Does it have to with my monitor ? My game is always running on 100fps, I still can't have that smooth experience.

Yeah, I've read about that, in order to have a smooth gameplay, you don't don't need a big FPS number, you want to render those FPS in nice and equal intervals.
I just wanna know how.

try samp addon, make sure to put frame limiter on when installing

What HZ does your monitor have? GTA runs on 60HZ, therefore if you have a monitor with a higher refresh rate, it will move as if you're lagging. I've experienced the same issue when I bought my new monitor.

In order to fix this issue, download any ENB and alter the following lines:

ForceDisplayRefreshRate=1
DisplayRefreshRateHz=240 (CHANGE the value to your monitor HZ and delete this whole sentence.)

I actually installed samp addon, but still the game isn't smooth it's even worse then before. some places the fps drops to 75-60 and with samp addon it's unplayable.
