If you have mods remove them, if it's still crashing you probably gonna have to re install your game, and if you are having troubles with this i can just give a link to download GTA it won't take morethan 10mins

Try to delete the gta_sa.set file in your GTA San Andreas User Files folder. And if you have a d3d9.dll, delete it.
