re-ban within 3 days = 0.5:1
re-ban within 1 week = 2:1
re ban within 2 weeks = 3:1
re ban within 1 month = 5:1
never re banned = 1,000:1

Awesome, now please re-work the rules and remove the useless babysitting ones to balance things out, such as tow rule.

I don't really think the unbanning itself made activity go up, I think that if players see management actively trying to make changes or bring new stuff the server, they'll get more motivation to play.
