Microsoft.NET Framework 4 problem(Launcher)

well,basicly i just re install my pc after that i want play imrp but that problem appear so i want ask how to fix it
after that i go download microsoft and then this issue appear

Use system update instead to get it to work or just upgrade your OS to W10 atleast.
or reinstall your OS and get a legit one.

Well, as you say i already install windows 10 after that i install imrp launcher and then i open then nothing happen i wait 5minute look in my video

where samp setting? and you say try download another game but cs 1.6 work well
