I'm aware of the guides that go around, but here I'm offering you another (probably easier) method.
Using IMG Manager is definitely easier when you're about to import multiple files, by using the 'bulk replace'-function.
First of all, open IMG Manager. You'll be promted to 'Set tool paths', ignore it by clicking 'Update'.
Open your gta3.img by going into the 'File' menu, and clicking 'Open'.

Once done, a huge list with .txd/.dff files will pop up. Now, you want to replace your original files for your mods.
Go to desktop, and make a new map to drag your .txd/.dff mod files in it.

The last step will be replacing them. Go to 'edit' -> 'bulk replace'. It'll ask you to select your folder which you want to import.
Select the folder consisting your mods, you wish to install, and hit 'Ok'. Now you should be done.

You can also use this for a retexture
Ex: Gta IV retexture for LS
Or SRT Retexture version 3 (highly recomended, will also look awesome on screens)

I did the same steps, I tried many editors including Alci's. but still nothing changes

Why gta3 ? The best and safest way is the custom.img file.
Good guide though.

I use GTA SA Mod Installer it's a lot easier than this, anyway good job on the guide and the effort.
