Go to Dillimore and say 'I r good shooter and knows some RP'

rofl i recall trying to get into leone with my alt
i went to dillmore and waited there for 10-20 minutes, then rped with some of leon member, he got me into an "interview"
the guy which did it was barely able to speak english, but it was enough to tell me "you are not good enough" XD

Current factions don't hang out in a bar or something, like a real mafia should do... I was trying to find a way to join IC a faction; either I did poor or this isn't the way to join. The only successful way is to troll with some unknown guys, get contacts and ask them via /pm.

Stop sending off a new player in the wrong way. It's okay you don't like a faction and disapprove it's way of working, and you make jokes and trolls about it with your friend but a to a new prospective member of the community? Just no. If the X faction's way of working was that retarded and disapproved by management, I'm sure they wouldn't exist. Your opinions and jokes such publicly makes zero difference to them or anyone related to that faction.

Look around find someone with sniper and say I need work please I am loyal , get into outsiders group for 2 weeks , then get an /invite.

Hello mate. If you want to join an official faction, you should learn some roleplay basics. When you are able to play a role, you should stick arround the people you want to join. Remember to always stay in-character, and don't metagame any information, as it will just prevent you from becoming their member. You should get to know which group sticks arround which places, and stick arround them, help them arround, and when you prove yourself, you will probably get a chance.
