SAMP Crashing / C++ Runtime error

Hello, simply, yesterday I uninstalled a simple and a single mod, that is ELM because GTA was crashing a lot, but while running for sure. After I uninstalled it, GTA was running properly, but SAMP was not. Each time I press connect to the server aka I try to launch GTA using SAMP client, It crashes like if there is a basic file missing sometime, and other times a message pop up, saying Microsoft Visual C++ Runtime error, etc..
Now, as I tested this issue before and I fixed it with the same way that was running SAMP/IMRP Client from another brand new User Account, and it is successfully running now only on the new user accounts (Tested on Windows XP and Windows 7, not sure if it might work on Windows 8, 8.1 and 10 or no), but the main/first user account, nope.
So since this is not the actual fix for the problem, it's just a temp. solution, anyone got any idea about how to fix the problem from the source? Basically, I am not requesting "Assistance" in this topic, just, discuss it maybe if we find a solution we can publish it, cause I saw many people testing this issue, and I couldn't find any solution on Google, else than that user thing.

create a new user and play samp from there , thats the only solution

All I know is this up..Create new user and play San Andreas from there.
