I tried to save game, and take some photos using a camera but it didn't appear. It also doesn't want to save the game [image c]

Regarding the issue, so far, i've tried:
- Turn off anti-virus and running game again
- Trying to download "Gta san andreas user files" from another source, but it did not worked.
- Changed the "Gta_sa.exe" file, also didn't worked [image d], it inquires some permission while I AM the administrator lol

In the [image a,b], are the screenshots of the files which i have. I'm pretty sure that either i'm missing something important, or that this is the windows issue, because i use windows 10. This is the 4th time i downloaded GTA from all the different sources, and EVERY single it doesn't want to save.

Did you manage to fix the issue or still have it?

Check the permissions of "Documents" folder. Maybe everyone is not allowed to write there and therefore the game cannot write the files there. Allowing users the "write" permission for "Documents" folder should fix this.

You could also try running the game as administrator, in the case that the permissions are the issue this will make it work short term.
