FBI(the 20%) will be moving around with bugs so they can plant it on players/mafia bosses and hear everything they say.
The normal players, mafia, etc(the 80%) will be moving around with bug detector so they can remove those bugs from their self/their friends so they won't get caught by FBI.

They can't place bugs just like that because admins will get the message and the reasons to plant a bug have to be tremendeously important and well roleplayed.
