You should re-install your GTA and SAMP.
You should delete all the mods they can cause this problem.
Try to reinstall and update your sound card.
Check the cables of your speaker it might be connected wrongly or it is not attached properly.
Try all the steps hopefully it will be solved

@Johnson, reread the problem. It has nothing to do with GTA nor cables.
