You're not being hacked to a SAMP server, no one is browsing your computer when you're playing. You are probably using the same password at different servers, the management of those servers who somehow know you're you on IM are using those passwords to login to your accounts.

Register a new account and create a support ticket from it where you explain everything and provide admins with IP addresses you've logged in with on James_Ross and be PATIENT.
