If you mean before the system came in place, why would they?

If someone illegally downloads a DVD and gets fined for e.g. £1000 if caught, if the law changes within a year he won't get refunded

I think they are now counting the owned cars by players... But there are also cars from factions... reserved cars... Or am I talking shit? xD

He said that there's slightly less than 3k vehicles on the server, I guess he counts faction vehicles & rental vehicles along with them =P
