Move the host to Ice Land, problem solved. Ice Land is number one in good connection.
Google it, Romania is fifth in number with Connection activity.

If we take into consideration the majority of the playerbase which is Egypt and Israel, the best location to host the server is Greece :p:dx]

There's no point of a "best location" if there is no appropriate & affordable DDoS filtering solution available. I will move the server again today or tomorrow, to Luxembourg (best country of planet earth fyi) this time and we'll see if the packet loss is getting any better.

Network connectivity from Romania has nothing to do your ping, changing the location to Germany, Italy, Spain, Antartica, your mums basement and so on wont change it. Look what woot said is the issue.
