Welllll ok. Anw, i heard of company's that are specialized on ddos attacks and whatnot. They basically get your incomming connections, filter it and send the filtered data. Its ddos protection by third party company's. I think this is also what causes pl, due to incorrect filtering.

Distance from Romania to Egypt is 2187.92 km and was worse than France which is more far.

Ye thats what i wanted to say. It wasnt nice when it was near in Romania but when it was far in France it was better. Doesn't depend on distance.
