Installing Car/Skin/Weapon mods

Well i was thinking to get a weapon mod and i dont really know how to install them , so if someone can be nice and tell me nice and slowly.What program must i have ( dont recomend SAMI please ) , then what to do ,etc.

Some mods don't even need external programs.
