How many people need to vouch for a group for it to become a team?

There isn't a defined number. Around 3-5 would be a good number. Furthermore, being vouched a lot doesn't necessarily mean you'll get the team. The management have the ultimate decision.

And only tier 0 members of official factions can actually vouch for you. No-one else.
