Well, try this.
All you have to do is run GTA_SA and the samp application in compatibility mode with windows 98/ME and as an admin

If you have added the effects mod and then removed it, you're missing the original effects file. So everything you have to do is to download any effects mod or find original files.

i re-installed my GTA ,its working now ,u can lock it.
