Yeah you can make your own radio but it doesn't cost anything. You can create it in both SP and MP.
Create shortcuts of the audio files that you want to be in the radio and copy them the the folder labeled ''Audio Tracks'' in your "GTA San Andreas User Files located" in '' Documents". After that, start the game and go to Options>Audio options. Select User Track Player and select ''Scan''and its done. You just made you own radio station. Now to play it, just get in a car and switch to the radio called ''USER TRACK PLAYER'" and enjoy!!

I think they should be in .wav
All most all audio formats are supported. Although all my musics are .mp3

I hope that's the radiostation you mean. If you mean one like there server has as it's own, you can't, but you can apply to become a radio DJ. Though there's no way making money with it.

So, if you simply want a GTA radiostation which plays the songs you want, check what Ian told you.
