Hmm, I believe I've had this problem a few times. I also believe I fixed it by simply re-installing samp. No need to re-install the whole game.
E: So yeah, try it out, and tell me if it worked.

If the problem is still not fixed, try to download new gta_sa.exe file and replace it.
I had problem like this too, and when I did that it was fixed

Seems like somekind of an registry error.
Try installing CClenaer, scan and fix registry. Also, try renaming the GTA SA folder to like GTA San Andreas1 or something like that.

Hello there

What can always work sense you have Windows 7 is a system restore , So you would do a system restore to the last day it was working
If you don't know how to restore Click this

If that does not work for you just tell me know i will find you another solution
Another thing is that i found that can work but is not the best way

is you can create a new account on your windows
