It's not internet speed I guess. Maybe it's because you tried to log in with two different IP addresses. ( 2 internet connections ). Example - first, you logged in at your home, then your workplace.
First, you need to log to your ucp account with your new ip ( sa-mp.im ), then you'll have to verify your account. Go to your email and confirm it. Then log to UCP first (with your new internet IP), then try log in game.

NOTE: if you're going to play in a friend's place/cafe. I don't recommend to do it. If your friend / another player gets IP banned from your new IP. They'll ban your account too.

Take a screenshot (F8) then send it to woot via forum pm or IRC chat

are you trying to connect with mobile hotspot? or network which you usually don't use?
