Slow Internet. Restart your router.

This is probably caused from wireless pc/laptop.
Your internet speed is enough to play samp.

Try moving your router on a high position or get closer to router.
Try updating your WI-FI Adapter.

and also when you are at airport and felling down, press ESC and wait a few seconds until your internet reaches the server.

Tried all this, still the same.

I checked his packetloss, it was 22.7% at the time. Must be something about connection, not the speed .. probably signal is bad. Maybe his ISP is working on something, or they are having issues.

Chat is going fine, everything is fine except that he isn't syncing with server.

try one last thing.

Press Windows Key + R > type devmgmt.msc then press enter, Device Manager will show up
now look for "Network Adapters" click to expand. Double click on your network driver and go to "Advanced" tab.
You would see something "the following properties are available for this network adapter. Click the property you want to change on the left, and then sselect to on the right"
scroll down on left side and find "Roaming Sensitivity or Roaming Aggressiveness"
set value to "5. Highest".
click OK.

You will now lose connection for a few seconds, but it will re-connect automatically.
