why i can't submit a vote on the elections voting?

I clicked the chosen person but it doesn't mark it nor when i click submit it just stays like nothing has happend and doesn't take my vote into account ????

Are you voting from Tommy Lanza or Colin Jackson?
I don't think you can vote with account that has level less than 15.
