It is allowed. You have no advantage over other players.
normal headlights, fog lights, reverse lights. Turning signals. I don't see anything wrong.

Improved vehicle features not unless you are a member of LEO faction since it has elm parts.
Active dashboard no since it has option to turn on vehicle engine.
