How to send a private message?

Hello there,
I was searching for the function Private Messaging, but it's blocked for me. I need someone to elaborate me how to send a message, and if I am not able for it, narrate me why. Cheers folks!

You need 15+ posts to access the PM function.

Your post count have to be 15 in order to gain access to the PM function.
