Can we really destroy SAPD and all legal factions RPLY and take their place?

If you provide a pretty good reason and plan something actually decent, try asking the Head of Legals (K3lroy). However I'll advise you the last time someone tried something similar their faction leaders were arrested and the faction got wiped.

You can destroy them for 10 minutes then they will rk with tanks :/ . Not rly you cant destroy them.

I think its a great idea, they can Stop MG once and for all.

Not possible in this environment. You could create a coup d'état though, it'd be very interesting.
