Mouse problem

Okay, hi.
I just noticed this happening yesterday. Suddenly my in game mouse is buggy. Changing the sensitivity in the options doesn't change it in the game. The mouse moves the same in all sensitivity modes and sometimes the camera just jerks around for like 4-5 seconds before returning to normal. I launched singleplayer and the mouse in there doesn't work AT ALL.
Mods I have installed are 4-5 weapon skins, an effects mod and crosshair. It does sound like its a hardware problem with my mouse but other games run perfectly
Any help would be nice.

You go to C:\Program Files (x86)\Steam\steamapps\ [Your name]/ if you installed it with steam
Or
C:\Program Files\Rockstar Games\GTA San Andreas if you have the non-steam version
Right click the gta-sa.exe and go into properties.
then go into the Compatibility Tab.
Now check "Run this program in compatibility mode for:" and click Windows XP (Service Pack 2)
*important*
Then go look down and check and make sure to turn on:
"Disable Visual Themes" and
"Disable Desktop Composition" and
"Run This Program As An Administrator"
...and GTA - San Andreas should now work with full mouse functionality.

Do NOT run this game in compatibility mode - it breaks the launcher. The only option you need is running the game as an administrator.

Try setting processor affinity of the gta-sa.exe process to the very last processor only.

Disabling visual themes. Later on I even unchecked it again and it worked.
Weird.
