This bullshit suddenly appeared, my game won't start, it just stays like that as shown in the picture..
It's same from Launcher or SAMP, it just suddenly won't start and it gets stuck on that part and I have to sign out/restart my laptop since I can't close it.
Head to documents -> GTA San Andreas User Files and delete gta_sa.set. It should work.
please do that and let me know what happend.

I have the same problem after being installing Skybox, I prefer to sign out sometimes it isn't that hard.
But if you're saying that you don't have any mods then try to re-install.
delete ur samp and re-download it, do it and tell me what it says
By samp, do you mean the whole game? GTA? Or just samp?
only the samp, re-install it with the current version 0.3.7-R 2, if not works re-install ur gta
Reinstalling samp didn't do shit, If no other solutions, I'll have to re-install the game for the 999th time..

Wellp, I did re-install the game, no mods, nothing. I opened it up and it was still the same so I later decided to turn Fraps on and trying open the game, and guess what.......
Spoiler
What the actual fuck is that, what could cause that, you can see CPU, Memory etc.. on the 3rd SS...
Can I please get a solve for this because I actualy tried playing CS 1.6 which is the only other game I have and it had max 8 fps, same shit..
It was fine yesterday night.

Did you check the temperatures? Seems like a throttling problem.
Check the CPU core temperatures and also the motherboards'.
We'll figure out what's wrong with the GPU later.

CPU at 76 degrees and load at 6.5 W (it usually caps around something 90W, but your minimum amount is too low aswell) and your fequency is very low aswell which means it's throttling itself due to the heat so it wont die.
That's generally bad. You're running a laptop that has no active cooler, shut it down for a few hours and move it to some cooler place (the fridge for example ).

Yeah
And it is pretty hot on touch under, but it's not like the first time using it, it's been like it but nothing wrong

That's why laptops are bad and not used for any long term usage, only for a couple of hours of light text work per day. You can either try cleaning it yourself or bringing it over to someone that can clean it for you, nothing much you can do.

Clean it up from dust? If so, I haven't tried doing it at home/myelf, I don't wanna fuck up any of the insides

Let someone else do it for you, some repair shop or something then. Currently the computer is making sure it doesn't burn down lol.

Went ahead and bought a cooler with 2 fans, here's a screenshot:
Spoiler
I don't think it's that much better but I'll try getting it to a shop to get cleaned and all, It's not cleaned for a while since I don't risk doing it myself with a vacum..
Still can't play any game at all.
Edit: Is this any improvement?
Spoiler
I'll also take it to a repair shop to clean it all up, I took a look at my ports and they have quite a bit of dust in them, and I've been using this laptop for gaming since I bought it, it hasn't been cleaned in 4-5 years lol
