you are blacklisted 30 days from 13/8/2017 and now we are the 6/9/2017
so you can re aply from 13/9/2017

You were blacklisted for 30 days from 13th August, any application made prior to 12th September will be denied even if you make one today since you are blacklisted. You can actually apply on the 12th, exactly 30 days from 13th August but make it on the 13th just to be on the safe side.
It is not any writing error, you were blacklisted for making an error such as plagiarising your application, lying on it, etc.

It simply means you are blacklisted from the 13th of august for 30 days, 12th september to be exact.

SAPD reserves the right to deny firearm applications with or without a reason, make sure you fill out the information correctly and write atleast 50 words and also be certain you do not have any serious criminal entries two weeks prior to applying and you should be set.

well, you were blacklisted for 30 days, and you reapplied before that period of time, (( Blacklisted for 30 days since 13/08/2017 ))
that means you got blacklisted for 30 days at 13/8/2017, that means you can only apply at 13/9/2017.
