i got a good pc too but i get 97-98 fps never got 100 , its because of windows 10, but anyways it doesn't make a big difference having 98 instead of 100

It doesn't even really have an impact on the gameplay if you have 98 fps instead of 100.
Do you have a specific reason to have 100 fps?

I have the same issue. It's Windows 10 automatically trimming the FPS rate of old games such as GTA SA. Apparently, there's nothing rule-wise legit you can do to fix it. Mine is always at 95.

Yep, it's a windows 10 problem. I'm also locked to 95 after upgrading, not much that you can do.
