problem?

it shows "unable to execute" bullshit

Sometimes " unable to execute " cause by several issues.

You might be run as admin in gta_sa.exe while normal user for sa-mp.exe (try run both as admin or both as normal user)
You might have wrong GTA:SA Directory that linked with your sa-mp.exe
