samp wont start

rented a pc on a cafe, idk it just wont start.
coz i think this is not us 1.0 (gtasa.exe) but whenever i try to install a new one it just wont open.
so, is this because of my gta version or some background app trying to pester my game?

i fixed it, this is my new problem :
Grand Theft Auto SA cannot find Audio Card installed
