Go to the Details tab and press on the CPU tab to sort it to applications that use the most CPU, then send a screenshot of it.

you complaining about UP time or cpu usage? as cpu usage seems about right

In the control panel, turn off "fast start up"

like tisler said it goes in hibernation, hibernation is like a pre startup but stable hibernation does not hurt your PC / Laptop it only makes the windows startup faster, if you wana disable hibernation Type Windows Key + R then type cmd ‘make sure its running as administrator’ after that type this in the Command Prompt powercfg.exe /hibernate off anyways if i was u i’d let it stay on
