Car inspection you CAN do after 500km but you DON'T HAVE TO.You can find it easy,all you have to use command /car service and you will have checkpoint on your map.It is not expensive it cost 12.500$.There are only 2 bizs for it.One is at LS airpot and one at Santa Maria Beach.

How can you do it?
First,use command /car service when you arrive at checkpoint use that command again and that is all.
