There's no 'best tool'. If there was a best tool, everyone would be using it, yes?

Radeon ReLive / plays.tv for AMD cards
Nvidia Shadowplay for Nvidia

The rest is your choice. The 'best tools' are sorted by popularity. OBS, Bandicam, Fraps etc
