I heard that some laptops can have their graphics card changed, is it true? If yes, how can I know if I can change my graphics card?

Yes IT companies published an well most likely a portable graphics card but you need an Thunderbold 3 input on your laptop, here is the link.

It depends. If you're running an older laptop, then you're most likely not able to change your GPU to a powerful one. For example, if you have an integrated Intel GPU, you're most likely gonna be able to upgrade to a "better" version of your current one, however, not anything major like a GTX or AMD.
On the other side, there are some external GPUs that you can buy and directly plug into your laptop. However, they are not entirely cheap.

My system model is Inspiron 15-3552, I don`t know if this laptop`s GPU could be upgraded which is an Intel HD Graphics Card.

99% of the cases you can't change nor upgrade your laptop's GPU. This why you buy a desktop PC for gaming - it beats a laptop in every purpose except mobility.
