Can you pull over for no reason?

Can you pull over a person for no reason and ask for ID?


I got pulled over for no reason , and i said i don't have to give you ID for no reason , and i got fined all my money + 5 minute jail

Yes, it's called a traffic stop. You need to comply with the officer, but he's not allowed to in-characterly frisk you without a valid reason - it barely happens though.
