There are no house 'levels'. You can claim a house for free using '/claimhouse' ingame and select any interior from here, for free: viewtopic.php?f=12&t=52


You can choose three vehicles from these in the UCP.

Donator vehicles

After purchasing the package then you will be able to select them from the ucp. An orange bars would appear at the top and you just select what vehicles you want.
