You can change it if you have a number or namechange, you can buy these here:
viewtopic.php?f=15&t=65098
You can get 1 namechange also by playing 40 hours on server, from the /rewards.
/changemyname
/changemynumber

Seems like you are below level 4, you can ask any admin/helper to change your name, You will have to buy a number change to change your number though
