You mean it freezes every couple of seconds for a short period of time?

Try restarting your computer, something might be running in the background.
Change your power option to 'High Performance'.

Did it start happening lately and it was fine before?

I'll leave it to someone who has experienced this before, but I'll ask you some questions incase others need answers also.

Did you install any mods?
Is your frame limiter on?
Does it only happend in certain areas?

@Polo_Igarashi
Try cleaning your pc/laptop virtually.

Go at My Computer, Right click on Disk C > Properties > Disk Cleanup. Wait for a few seconds. Choose what files you want to remove (only those with big size], then all you have to do is clicking OK, then Delete Files.
It won't delete important data. It will only clean recycle bin and some cache data.

If you still have problems download Ccleaner program, to clean your computer

Go to options, then click on display setup after that you just simply put frame limiter on off and then change your resolution to one lower then you currently have. If it's 800x600 you dont need to touch it.
