Some Windows XP users reported issues. If you are using Windows XP, I will not be able to help you. Windows XP is nearly 15 years old and is no longer supported by Microsoft. You should consider updating to an up-to-date operating system.
Also for the kill-list, Restart your PC and reply if it solved the problem.

@wiper You might need to download or update .net framework. Click here to download it.
And also move your launcher program to your desktop or your gta directory. And then run it from there
