Have you tried one of these methods?
- Delete gta_sa.set from your user files (Documents > Grand theft auto san andreas user files)
- Rename your GTA San Andreas folder to something else like GTA San Andreas2

Try this:
- Run as admin (both GTA & SAMP)
- Try to turned on/off compatibility
- Remove your mods.

Try to make yo vfx settings to low. Might work
