Try using other sound mod for the sniper, if its fine, then it's probaby the file corrupted.
Also use modloader for fast install (here:
https://www.gtagarage.com/mods/show.php?id=25377)

send me your GENRL through private messages and ill extract the .wav files for you so you can use it for modloader

Well, you can't except you can remake it.
Maybe try other solution (may/may not work), try redownload the mod.
