have u tried reinstalling samp? or deleting gtasa.set

Document's > GTA San Andreas User Files > gta_sa.set delete it

your sa-mp is not installed correctly then try to install gtasa/sa-mp somewhere else and give it a try.

also check zen's comment it might be antivirus/firewall related thingy since it would block sa-mp server connections
